Regularity Facilitates Administration; Infallibility Destroys Accountability
“Any institution committed to equal fairness, equality, general delivery of justice must remain impartial and fair, and disciplined in its confidence in its process... A presumption of regularity is defensible, and a presumption of infallibility is not. And the former facilitates the administration, and the latter forecloses on its accountability. Transparency becomes evaporation of smoke—just dissipates. And when accountability is foreclosed on, the institution no longer evaluates the claims against itself; it merely reproduces its own certainty. They say, ‘we did nothing wrong.’”
In this segment, Ricky Munday delineates the boundary between a functional procedural starting point and an administrative wall of silence. A presumption of regularity is defensible only as an administrative baseline—a starting point subject to rebuttal by contrary evidence.
When an institution conflates regularity with infallibility, the adjudicative inquiry collapses. Instead of testing whether ministerial duties were actually performed or whether official records were lawfully handled, the system forecloses inquiry entirely. Under that condition, citizen claims are no longer evaluated on their legal merits; the machinery simply reproduces its self-serving certainty that “nothing went wrong.”
Archive & Methodological Evolution
This platform expands work that originated on my first YouTube channel (2009–2014) documenting Venice Beach, California: boardwalk policing, cop-watching, and the disparate treatment endured by vulnerable community members. Those early archives captured real-time public accountability and the spectacle of street-level enforcement.
In 2015, the project expanded, and on April 10, 2022, the primary focus shifted toward comprehensive pro se litigation documentation. Grounded in rigorous research and statutory application—specifically the California Code of Civil Procedure, the California Rules of Court, and the California Government Code—these filings deliberately avoid fringe theories and meet full jurisdictional and procedural standards.
Through this documented record, the mechanics of the “Justice Café” emerge: an adversarial service where procedural fluency is the vital tool to challenge bureaucratic assumptions and hold public actors accountable to the record.
